Life-Saving Appliances (LSA) are among the most critical safety systems carried on board a ship. In an emergency requiring evacuation or rescue, properly selected, maintained and readily available life-saving equipment can make the difference between a controlled response and a life-threatening situation.
Under the International Convention for the Safety of Life at Sea (SOLAS), ships are required to carry appropriate life-saving appliances and arrangements based on factors such as ship type, size, operation and voyage. SOLAS Chapter III establishes the regulatory framework, while the International Life-Saving Appliance (LSA) Code sets out detailed technical requirements for many of these appliances.
Life-Saving Appliances are equipment and systems designed to assist in the survival, evacuation, rescue and protection of people at sea during an emergency.
Depending on the type of vessel and its operation, these may include:
The applicable requirements and quantities vary according to the vessel’s characteristics and operational profile.
SOLAS Chapter III — Life-Saving Appliances and Arrangements — establishes requirements covering areas such as the carriage, stowage, launching arrangements, emergency training, drills, operational readiness, maintenance and inspection of life-saving appliances.
The International LSA Code provides the more specific technical requirements for life-saving appliances. It covers areas including personal life-saving appliances, visual signals, survival craft, rescue boats, launching and embarkation appliances and other life-saving equipment.
The LSA Code was adopted by IMO’s Maritime Safety Committee through Resolution MSC.48(66) and became mandatory under SOLAS Chapter III from 1 July 1998.
An important point for ship operators is that IMO itself does not approve individual life-saving appliances. Approval is the responsibility of the relevant national Maritime Administration or Flag State, which must be satisfied that equipment complies with the applicable SOLAS and LSA Code requirements.
Therefore, operators should ensure that LSA supplied for their vessels are appropriately approved, certified and suitable for the intended application.
Carrying the correct equipment is only the first step. Life-saving appliances must remain ready for immediate use throughout the vessel’s operation.
SOLAS Chapter III includes specific requirements for operational readiness, maintenance and inspections. These cover areas such as routine inspections, maintenance arrangements, emergency drills and instructions for onboard maintenance.
Particular attention should be given to:
Regular Inspection
Equipment should be inspected at the required intervals to identify damage, deterioration, corrosion, missing components or other deficiencies.
Servicing and testing
Equipment requiring specialist servicing or testing should be maintained in accordance with applicable requirements, manufacturer instructions and approved servicing arrangements.
Accessibility and stowage
Life-saving appliances should remain correctly stowed, clearly identifiable and readily accessible when required.
Expiry and replacement
Items with defined service lives or expiry dates should be monitored and replaced as necessary.
Records and documentation
Inspection, maintenance, servicing and testing activities should be properly documented and records retained as required.
Lifeboats and rescue boats require particular attention because their safe operation depends not only on the craft itself but also on associated launching and recovery systems.
Maintenance and inspection requirements extend to lifeboats, rescue boats, launching appliances and release gear. IMO has established specific requirements addressing maintenance, thorough examination, operational testing, overhaul and repair of these systems.
Routine drills and inspections must also be conducted with safety in mind. Historical amendments to SOLAS Chapter III were introduced specifically to reduce accidents involving lifeboats during drills, inspections and maintenance activities.
For practical compliance, ship operators should consider SOLAS requirements alongside:
SOLAS + IMO Codes + Flag State Requirements + Class Requirements + Vessel-Specific Requirements
No single checklist applies identically to every vessel. The most effective approach is to identify the requirements applicable to the particular ship, verify the condition and certification of relevant equipment, maintain appropriate records and address deficiencies promptly.
Ship operators and safety personnel should regularly verify:
Life-saving appliances may remain unused for long periods, but they must perform correctly when an emergency occurs.
Professional inspection, testing, servicing and certification help identify defects that may not be apparent during a routine visual check. Regular attention also helps ship operators maintain compliance with applicable SOLAS, Flag State and Class requirements while ensuring that critical safety equipment remains dependable and ready for use.
At NICO Marine, we understand that life-saving equipment is not simply a statutory requirement — it is a critical part of a vessel’s emergency preparedness.
Through our Inspection & Certification and technical support services, we assist ship owners, ship managers and operators with the inspection, testing and certification of marine safety equipment through our network of qualified service providers across major ports in India.
Our objective is simple: help ensure that essential safety equipment is compliant, properly maintained and ready when it matters most.
Effective LSA management goes beyond simply carrying the required equipment on board. Correct selection, approval, proper stowage, regular inspection, professional servicing, maintenance and accurate records are all essential to ensuring that life-saving appliances remain operationally ready.
For ship owners and operators, maintaining LSA in accordance with SOLAS, the LSA Code and applicable Flag State and Class requirements is an essential part of protecting crew and passengers and maintaining a safe vessel.
